Self funder vs council funded home care

Above £23,250 of capital in England and Northern Ireland, the council does not contribute to a home care package[5]. The self-funder pays in full, at the published self-pay rate.

Why self-funders pay more

Council-commissioned rates for the same care run £6-£10/hr below the self-pay rate in most regions[19]. The council's negotiated bulk rate is below the Homecare Association's minimum sustainable price. Agencies cross-subsidise by charging self-funders more.

The right that is often missed

Even a full-cost payer can ask the council to arrange the care, and the council has a statutory duty to do so[2]. The arrangement is then at the council's rate, with the full cost invoiced back to the buyer. This can save £6-£10/hr.
